Deputy Director of the Directorate for International Law and Judicial Cooperation at Ministry of Justice of Romania

President of the Council of the European Union COPEN working group (Judicial Cooperation in Criminal Matters) during the Romanian Presidency of the EU Council

Mr Florin-Răzvan Radu is currently the Deputy Director of the Directorate for International Law and Judicial Cooperation within the Romanian Ministry of Justice (MoJ). Previously, he served as Advisor to the minister of justice (December 2017-April 2018, and July-October 2019), Minister Plenipotentiary (diplomat) at the Permanent Representation of Romania to the European Union (May 2018-June 2019) – Chair of the Working Party on Cooperation in Criminal Matters (COPEN) during the 2019 Romanian Presidency of the Council of the European Union,  Director of the Directorate for European Affairs, International Relations and Programs within the Superior Council of Magistracy (September 2011-October 2014), Director of the Directorate for International Law and Treaties with the MoJ  (July 2003-January 2009), head of the Unit for international cooperation in criminal matters (August 2002-July 2003) and of the Unit for treaties (April-July 2002) with the MoJ. He was also a seconded national expert to the Secretariat of the European Judicial Network, at Eurojust, in The Hague,  during two mandate periods (January 2009-July 2011 and October 2014-November 2017).

Mr. RADU is the National Correspondent for the European Judicial Network (EJN) since 2018 and National Contact Point for the EJN since 2002.

In 2008, he was one of the experts appointed by the Council of the European Union for the evaluation visit in Bulgaria, within the Fourth Round of Mutual Evaluations on the practical application of the European Arrest Warrant. He was also appointed as expert for the evaluation of the Czech Republic within the Ninth Round of Mutual evaluations (evaluation visit to take place in January 2020).

He is the drafter or co-drafter of several important pieces of Romanian legislation on international judicial cooperation in criminal matters.

He is employed by the Romanian Ministry of Justice since 24 July 2000 as legal advisor with status of magistrate. He joined the Bucharest Bar in 1999 and from January 1999 to May 2000, he worked as an attorney-at-law.

Ioan-Cosmin Mihai is a cybersecurity and cybercrime researcher, professor, trainer and conference speaker. He is Associate Professor at “Al. I. Cuza” Police Academy, the University Politehnica of Bucharest, “Carol I” National Defence University, Romania, and Honorary Professor at the CT University, India, where he is teaching disciplines related to information technology, cybersecurity and cybercrime.
He is a trainer for the European Union Agency for Law Enforcement Training (CEPOL), the Romanian National Computer Security Incident Response Team (CERT-RO), the General Inspectorate of Romanian Police (GIRP), the Romanian Centre of Excellence for Cybercrime (CYBEREX), the Romanian Superior Council of Magistracy (SCM), the Romanian National Institute of Magistracy (NIM), researcher at the Quality, Reliability and Information Technology Laboratory (EUROQUAL) from the University Politehnica of Bucharest, and Vice President of the Romanian Association for Information Security Assurance (RAISA).

Arina Corsei Vultureanu


Arina Corsei Vultureanu graduated Law Faculty at the University of Bucharest in 2011. She became a prosecutor in 2013 and is now working at the Public Prosecutor’s Office attached to the 3rd District First Instance Court in Bucharest.

Since 2016 is a collaborating teacher at the National Institute of Magistracy. She has been involved in volunteer work since she was a teenager and in the past 8 years has carried out several projects in the justice area with the Leaders for Justice community.

Bogdan Manolea

Bogdan Manolea is the Executive Director of Association for Technology and Internet – ApTI Romania.

Bogdan has a legal background and a vast experience in the Law and IT&C. Author of over 150 presentations and articles on subject related to IT&C Law (e-commerce, privacy issues, domain names, Internet jurisdiction or e-government etc.) in national and international conferences.
